PLANNING AND ZONING COMMISSION
FEBRUARY 11, 2009


A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on February 11, 2009.

The meeting was called to order at 7:43 p.m.

Also Present:

Michael Dayton, Town Planner
Robert Sukosky, Assistant Town Engineer

Chairman Anthony Kayser declared a quorum present.  Chairman Kayser appointed Mary Whaples to vote in the absence of Commissioner Salemi.  Chairman Kayser stated that the Commission would be voting with seven members.

ZONE CHANGE APPLICATION: TOWN-WIDE ZONING BLOCK MAP CONVERSION TO A TOWN-WIDE DIGITAL ZONING MAP FORMAT.
APPLICANT: TOWN OF EAST  HARTFORD PLANNING AND ZONING

Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Text Amendment Application.


SITE PLAN APPLICATION – 180 PRESTIGE PARK ROAD, INSTALLATION OF A VEHICLE RAMP, CONCRETE SIDEWALK, AND DUMPSTER PAD & FENCE TO AN EXISTING INDUSTRIAL BUILDING.
APPLICANT: PETER PANARONI, JR. DUNBAR CONSTRUCTION CO.

Upon a motion by John Grottole, seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information
        provided by the applicant and, if such information subsequently proves to be false, deceptive,
        incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans are to be signed and stamped (ink and impression) by the Architect and Land Surveyor.
3.      Revise construction details – provide 12” crushed stone under concrete walk and expansion joints at
        15’ on center.
4.      Details of the concrete ramp, as shown on the architectural plans, are to be revised to conform with the
        details on the site plans.
5.      Site modification bond set in the amount of $15,870.00.


Site Plan Application – 115-127 PARK aVENUE (REAR), INSTALLATION OF NEW METAL SIDING, TWO NEW DOCK LEVELERS WITH BUMPERS, NEW METAL STAIRS WITH ADA HAND RAIL / GUARD RAIL, AND A NEW ADA HAND / GUARD RAIL TO EXISTING RAMP ASSOCIATED WITH AN INDUSTRIAL BUILDING.
Applicant: WE 115 PARK LLC

Upon a motion by Tom Fitzgerald, seconded by John Grottole, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.  In evaluating this application, the Planning and Zoning Commission has relied upon
        information provided by the applicant and, if such information subsequently proves to be false,
        deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2.  Applicant shall install street address numbers on the building minimum six inches in height.


Site Plan Application – 101 CONNECTICUT BOULEVARD – INSTALLATION OF THREE PANEL ANTENNAE AND EQUIPMENT CABINET TO AN EXISTING HOUSING AUTHORITY PROPERTY.
Applicant:  YOUGHIOGHENY COMMUNICATION NE, LLC DBA POCKET COMMUNICATIONS

Upon a motion by John Grottole, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

        1. In evaluating this application, the Planning and Zoning Commission has relied upon information
        provided by the applicant and, if such information subsequently proves to be false, deceptive,
        incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.

BOND RELEASES/REDUCTIONS/SETTINGS

400 Main Street – (Pratt & Whitney) – Site Plan Modification Bond – Request for Bond Release – Applicant:  Newfield Construction, Inc.

Upon a motion by Elaine Carey, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve  the above request for a bond release in the amount of $2,900.00.
